Explicitly approved NEOWISE resumption

14 October 2026. The human explicitly approved: “I approve the three bounded NEOWISE requests. Please resume the research, keep monitoring disk space, and update the app and blog with verified results.” This clears the pending approval for the exact transport amendment registered in e6750e5da7199c7fb9ea68cc7d2e96733e013312. The historical rejection and blocked audit remain unchanged records of their time.

The authorization record checks all 17 frozen input bindings and five exact Git blobs before execution. At preflight 50.66 GiB was available. The three literal Gator requests, 12-arcsecond cones, 29 fields, six fixed alternatives, scientific rules and K>=2/3 criterion are unchanged. The original 91.19-second failed TAP request remains charged: three new requests at most, four cumulative attempts, 508 seconds remaining acquisition, 8 MiB acquisition and 16 MiB combined packet, 256 MiB sampled RSS, one CPU, 5 GiB free reserve. There is no automatic retry or successor after a transport, schema, identity, geometry or resource stop.

Complete delivery must pass the independent raw-VO/CSV transport check before running the unchanged original analyzer and independent native quality check. Publish only independently verified results; a transport stop leaves K and its gate unmeasured. Any passed quality route would still leave physical ownership, youth, representative precision/recall and stellar birth unvalidated.

The native goal registry still reports its historical blocked status; its API has no resume operation. Execution nevertheless resumes under this explicit human instruction. Do not mislabel the detector objective complete or create a replacement goal. Private Atlas, E155, E121, N20/c6828 and E29–E160 restrictions remain intact.
